The California Department of Toxic Substances Control (DTSC) is seeking public input to its draft proposals to receive funding through the U.S. Environmental Protection Agency (EPA) that will assist with brownfields revitalization activities throughout the State. DTSC is seeking funding for two grants of up to $4.2 million to prepare an area-wide brownfields assessment and to create a brownfields revolving loan fund program. EPA's deadline for the brownfields assessment, cleanup, and revolving loan fund grant proposals is November 12, 2004. These grants are part of the Small Business Liability Relief and Brownfields Revitalization Act to help States and communities to assess and clean up brownfields sites. Comments on DTSC's proposal will need to be received prior to the deadline date. The area-wide assessment grant would provide $200,000 to perform an inventory and assess potential hazardous substance release sites in industrial areas of West Sacramento. DTSC is partnering with the City of West Sacramento who is applying for an interrelated $200,000 assessment grant to assess potential petroleum releases in the same redevelopment areas. DTSC will use this grant to refine its techniques, procedures, and new initiatives to support redevelopment agencies' revitalization of brownfields properties. The $4 million revolving loan fund grant with coalition partners from the Cities of Sacramento, Los Angeles, and San Francisco will address sites contaminated with hazardous substances and petroleum. Each coalition City is limited to $1 million. The program is designed to provide funding to capitalize a revolving loan fund and to provide sub-grants to carry out cleanup activities and return the properties to productive use.
