Residents near plume get help Endicott to draft form letter they can send to state BY GREG ERBSTOESSER Binghamton Press & Sun-Bulletin (NY) November 30, 2004 ENDICOTT -- The village will take up the cause of residents who believe their properties are affected by chemical contamination but who live outside the identified contamination plume area. The predicament has left them frustrated, Trustee Betty Havel said. Trustees agreed Monday to draft a form letter for affected residents. The letters will be sent to state health officials for consideration to be included in the chemical vapor ventilation program that so far includes about 480 homes. The decision to draft a formal letter came during a work session Monday night.
