"HOMES, SCHOOLS, AND PARKS" TO BE DISCUSSED AT EJ/COMMUNITY CAUCUS, 7 PM SUNDAY, NOVEMBER 12 205BC BOSTON CONVENTION & EXHIBITION CENTER, 415 SUMMER STREET The annual National Environmental Justice/Community Brownfields Caucus will meet immediately BEFORE the Brownfields 2006 conference, 7 pm to 10 pm on Sunday evening, November 12, in Room 205BC at the Boston Convention and Exhibition Center. Convened by the Center for Public Environmental Oversight, the Caucus is targeted to community activists but open to all conference participants. Agenda * 7:00 pm - Introductions * 7:30 pm - David Lloyd, Director of the U.S. EPA Office of Brownfields Cleanup and Redevelopment, will give a brief talk and answer questions. * 8:00 pm - Open discussion of draft paper on "Homes, Schools, and Parks," which provides broad-stroke answers to the question: "Where, when, and how is it appropriate to build homes, schools, and parks on contaminated properties."? TARGETING SUBSIDIES TO SERVE THE PUBLIC: Continuing the Debate. 2:45 PM MONDAY, NOVEMBER 13 ROOM 212 BOSTON CONVENTION CENTER How can Brownfields incentives best be targeted to serve the public interest? Can developers be held accountable for their promises without dampening their willingness to invest? Can local governments manage incentives once they are awarded? What are the goals of subsidies? In October, participants representing a wide diversity of perspectives began a lively discussion of this topic in the Center for Public Environmental Oversight's on-line Brownfields Internet Forum. The dialogue will continue, as a face to face open discussion, at Brownfields 2006, with the goal of framing consensus principles to help guide future Brownfields incentive programs - or at least, to define and narrow the differences among the different viewpoints.
