State offers plume settlements to new owners By Andre Coe Montgomery Advertiser (AL) July 27, 2007The Alabama Department of Transportation mailed about 300 letters Thursday to property owners who might not be aware of groundwater restrictions placed on their land as part of a 2005 court settlement. As part of the settlement, the state paid a total of about $3.5 million to more than 1,500 residents in the Chisholm, Eastern Meadows and Vista View communities whose houses were above a toxic underground plume, which sits at least 15 feet below the surface. Residents who have purchased property in the plume area since the settlement might be entitled to payment from the state if they were not made aware of the plume at the time of purchase, according to the department. ...Groundwater contaminated with trichloroethylene, or TCE, was discovered in 1999 in the north Montgomery area. ...
