Looking at harbor redevelopment

A lot of potential lies within brownfield areas, enough so that multiple 
groups are pushing the agenda

Something needs to be done with Portland harbor's brownfield sites, says 
the city's Harbor Redevelopment Initiative.

According to a group comprised of government agencies, nonprofits and 
businesses, there are 18 brownfield areas encompassing more than 700 
acres of buildable land along the harbor. If even half of those areas 
were redeveloped for industrial purposes it would create $320 million in 
investment, 1,450 jobs at an average of $56,000 per year and thus 
generate $9.1 million in state taxes annually, according to a consulting 
group hired by the Portland Development Commission.

But all that depends on whether new financial models can be put in place 
to make brownfield sites more palatable to developers who may fear the 
environmental costs associated with them.
