Strickland rolls out new prevailing wage rules Business Courier of Cincinnati September 10, 2008Ohio Gov. Ted Strickland has published new prevailing-wage guidelines that labor groups like and business groups do not.
The new rules, intended to clarify how state law is to be interpreted, generally call for prevailing wage rates to be paid to all workers on all construction projects that receive public funding for any phase of the project. Critics say it will expand the use of prevailing wage and make it harder to create new jobs.
...The new rules, slated to take effect Oct. 15, are expected to change the landscape for brownfield redevelopment projects, where public funds are often used for environmental cleanup work. In the past, many developers have avoided prevailing wage by privately financing commercial properties on brownfield sites. In the future, brownfield projects where a developer is selected before cleanup grants are awarded would be subject to prevailing wage statutes.
