The biggest obstacle toachieving environmental goals in brownfield redevelopment is NOT inadequate legislation. In fact state enforcement powers are resented by the market institutions, and over time have unraveled to suit the needs of the latter rather than the former. Till environmental concerns are given priority over economic costs, we will continue to be misguided about quality of cleanups, and dishonest professionals would be favored as long as they don't get caught (or the slap on the wrist is not severe enough). The 'If' in Barry's third sentence is a pretty big IF. The original 1980 CERCLA legislation is classified as a failure largely because of *strict* implementation, and not due to the lack of integrity within EPA.
