Shore Patrol: Sifting costs of wetlands' cleanup roles

EPA offficials are scheduled to meet today with Los Cerritos Wetlands 
owners - past and present - in an attempt to divvy up the costs of 
cleaning up the PCBs contaminants found there.

There will be a lot of straight talk about cleanup responsibilities, 
including costs, according to Wise. The companies will be asked to 
decide what role, if any, they will play in the cleanup efforts, under 
the Comprehensive Environmental Response, Compensation, and Liability 
Act of 1980, as amended by the Superfund Amendments and Reauthorization 
Act of 1986 .

In February, the EPA determined that there was a release or substantial 
threat of a release of hazardous substances, polychlorinated 
hydrocarbons, or PCBs, into the environment at the LCW Oil Operations, 
owned by Tom Dean.

Schipske says she is concerned by the letter sent by EPA to the City 
Attorney's office last week, cautioning the city to be aware about any 
hazardous substance contamination at the wetlands, so the city can take 
steps to qualify for "Bona Fide Prospective Purchaser" status that 
limits liability - if the land-swap is finalized.
