Governor's budget could reduce DEC pollution monitoring, critics charge By Krisy Gashler Ithaca Journal (NY) February 8, 2010While Gov. David Paterson's proposed 2011 budget would increase staff overseeing gas drilling in the Marcellus Shale, it would cut almost twice as many staff regulating other environmental cleanups, such as those in the Superfund and Brownfield programs. Paterson has called for adding 35 new staff positions to oversee gas drilling -- 29 of them in the Department of Environmental Conservation (DEC) -- but his budget also anticipates losing 54 full-time positions elsewhere in the DEC through attrition by the end of 2011, a DEC spokeswoman confirmed. ...That assessment, based on draft recommendations by DEC's fiscal office and top management, anticipates that DEC would have to "discontinue field work related to vapor intrusion investigations at Superfund sites where a remedial decision was previously made and limit or discontinue field oversight of remedial efforts underway to address vapor intrusion at such Superfund sites." ...
