Crews Cleaning Up Large Brownfield Site In Brooke Co. WTOV TV-9 News (Steubenville, WV) April 14, 2011WELLSBURG, W.Va. -- Years after the Banner Packaging Plant closed down, it's since deteriorated and become a Brownfield site. But now, thanks to a collaborative effort between the current owner, a developer and the city of Wellsburg, the eyesore may soon be going away. A company named RDS purchased the property at a sheriff's auction a few years ago and stripped the building of any valuable materials. It left behind a mess that takes up nearly a whole block along state Route 2 in the city -- but officials are working toward cleaning all of that up. ...
