Resident disapproval over new library site continues By Rachel Molenda Martinsburg Journal (WV) July 15, 2012SHEPHERDSTOWN - Concerns mount as plans for the new location of the Shepherdstown Public Library continue to develop. Some members of the community are worried that the library leaving its iconic downtown location will hurt the community. ...The SPL has selected a 4 -acre parcel just beyond the Clarion Hotel along W.Va. 480, which is a designated brownfield. ...In the case of the Shepherdstown brownfield, it was used as a dump for household refuse such as appliances and old tires for 15 years, from 1954 to 1969. The cost to clean up the brownfield is an estimated $681,000 in the "worst-case scenario," said Hali Taylor, director of the SPL. ...
