[Holding the BRAC "gun to the head" of a local community is an effective
way to win short-term concessions to combat encroachment upon military
facilities, but it's no long-term substitute for developing cooperative
relationships, based upon dialogue that involves both
environmental/conservation and development interests, as well as local
officials, in host communities. Once the BRAC threat is gone, the
Defense Department may find itself with no real leverage over local
