Harbor District, Hueneme at odds Housing development dispute is latest in a string of conflicts By Tony Biasotti Ventura County Star December 21, 2005 Port Hueneme City Hall is just a half-mile from the Port of Hueneme, but there's an ocean -- and a chilly one at that -- separating the people who run the city and those who run the commercial port. This year, the relationship between the city of Port Hueneme and the Oxnard Harbor District, a public agency that owns and operates the port, went from strained to openly hostile. Since May, the city has filed a lawsuit against the Harbor District, asked for a criminal investigation and a civil grand jury inquiry, and allied itself with a home builder fighting the district over a piece of land in Port Hueneme. The spats with the city have been particularly nasty, but they aren't the Harbor District's only conflicts with other local governments. ...
