Harper Jr. Newport News Daily Press (VA) July 22, 2006 In recent weeks, there has been much discussion about the future management of Fort Monroe. Should the fort be managed by a public trust like the Presidio in California? Should a private trust like Colonial Williamsburg be put into place? What about the National Park Service? Is it financially capable of handling a project of this magnitude? These are critical questions that must be explored, and they most certainly will be, as this complex planning process moves forward. To this end, the Hampton Federal Area Development Authority (FADA) has asked city staff to research the various ways historical preservation has been implemented during past base closings. However, before decisions can be made regarding future reuse, the federal BRAC process requires impacted communities to first have a land-reuse plan. Such a vision serves as a vital foundation for the base closure process. It helps define a variety of opportunities and challenges that may be present. It also helps assure that there is public consensus about the direction the project is moving. ...
