War zone Fort Monroe shouldn't be a battleground for officials Eastern Virginia Title Company Editorial Newport News Daily Press March 24, 2006 The failure of the General Assembly to pass what looked like a pretty straightforward bill is yet another indicator of how complicated the planning for Fort Monroe is now and will become. The bill would have allowed the governor to hand over land vacated by the military to the locality in which it is situated; it applies to situations in which the state had claim to the land. The state wouldn't have to take title to the land before handing it over, which would allow it to escape liability if environmental contamination issues arose. The bill cleared the Senate handily, only to be left behind in a House committee. And that speaks to the real and larger issue involved: the lack of a cohesive front presented by Hampton's legislative delegation. ...
