Cecil Field's Future PETITION FOR CHARTER AMENDMENT News4Jax.com (Jacksonville, FL) October 25, 2006 JACKSONVILLE, Fla. -- Perhaps the hottest contest on the Duval County ballot next month isn't between two candidates, but over an issue: whether Cecil Field should be returned to the Navy. The city has developed the Westside property as the Cecil Commerce Center since the Navy jets were moved to Virginia and North Carolina and Cecil Field in 1999. Last summer, the Base Closure and Realignment Commission found that civilian encroachment around Naval Air Station Oceana was interfering with pilot training. BRAC voted to consider moving the jets back to the Westside base -- if the city and state could make the property available -- setting the stage for this vote. The latest shot in the battle was fired by the Chamber of Commerce as it released a study on Wednesday that found the continued development of the property as the Cecil Commerce Center would bring more money and jobs to the community than a Navy base would. The study, done by Orlando-based economist Dr. Henry Fishkind of Fishkind and Associates, found that the economic impact of Commerce Center by 2030 would be $7.9 billion per year. Fishkind said the annual impact of a reopened Navy base would be $2.6 billion. ...
