Former mayor hopes to keep AF at BrooksSig Christenson San Antonio Express-News (TX) November 27, 2006 Barring a miracle, the Air Force will leave Brooks City-Base in five years, ending a historic presence that began with the dawn of U.S. military aviation in World War I. But City-Base's biggest advocate, former Mayor Howard Peak has a miracle in mind. He dreams of keeping Brooks' well-paid researchers in the Alamo City by showing a cash-strapped Air Force that it's far cheaper to keep the missions where they are than moving them as ordered by last year's base closure commission. ... But there are unknowns as well, the biggest among them dozens of decades-old buildings filled with asbestos. There are also lead-based paint issues that must be resolved, as well as the work needed to bring aging buildings up to standard so they can be leased to private firms. The Air Force has pledged $1 million for hazardous materials cleanup. But Peak and other City-Base backers know asbestos and lead-based paint remediation could top that figure, forcing them to seek additional funding from the Air Force. ...
