Plan to clean toxic sites revisited RICHARD WEIZEL Connecticut Post April 20, 2007STRATFORD - At first glance, a proposal by state Rep. John Harkins, R-Stratford, to solve two long-time, toxic waste threats by combining the cleanups sounds simple. But Harkins' proposal to transfer the remaining toxic materials from several Raymark waste sites around town to the contaminated former 79-acre Army engine plant on Main Street is far from simple. Among the obstacles facing the plan would be whether Raymark waste, part of a Superfund cleanup project, can even legally be moved to the engine plant, and whether the Army would agree to accept that toxic material, which it hasn't in the past. Also, while some of the contaminants, such as asbestos and PCBs, have been identified in both cleanups, some of the solvents are vastly different, say local officials and officials for the federal Environmental Protection Agency. ...
