When the U.S. Army launches a complex military operation, it uses Zulu 
time, or Greenwich Mean Time, to coordinate different units stationed 
around the world.

When the Army gives up ownership of buildings it no longer occupies or 
wants, it uses a decidedly more relaxed schedule.

Almost seven years after Congress authorized the transfer, the Army is 
ready to hand over to the city 11.65 acres and 16 buildings that make up 
the western half of Vancouver Barracks.
