Here's a bit more on Army perceptions RAB community members' term of service. ------------------------- When the RAB bylaws were being formulated in late 1994/early 1995, it was clear to both the RAB and the Army that two years was to be a minimum, not a maximum period of service. In a fax cc'd to Curt Gandy on November 25, 1994, Jim Willison, Director of Environmental Programs, Directorate of Environmental and Natural Resources Management, says, "Due to the extensive training invested in non-regulatory community members, retention of current members for as long as possible is highly advisable. Two years may be too short of a term." Note that Fort Ord BEC and Army Co-Chair, Gail Yougblood, works for Jim Willison. Jim Willison attended the July 25th RAB meeting.
