From: Vernon Brechin <vbrechin@igc.org> UXO Hazard Protection Responsibility The solution to deaths and injuries created by unexploded ordnance is not more laws, rules, and regulations created by and administered by the agencies that were responsible or were party to the problem in the first place. Converting public areas into secured areas is not a good solution. We did not arm the armed services and local law agencies in order for them to exercise control over the people they are supposed to protect. The price, for the abuse of borrowed public land, should be the high cost of restoring it to full public use. Measures, such as warning signs to discourage unauthorized collection, are warranted and the laws should be designed to penalize the parties that were responsible for creating the hazard.
