 FIELD SURVEYS CAN BE USEFUL 

I am glad to hear the results of this survey. Its to bad that it 
requires a committee to produce such findings. My personal 
visits to certain DOE sites has convinced me that bureaucratic 
studies, based upon a review of filed historical records, is not 
sufficient to make critical decisions involving the hazards of 
formally used property. Bureaucrats should spend some time in 
the field in order to get a feel for what the paper in their file 
cabinets represents.
