Re: Early Public Participation Under NEPA?

We appreciate all the responses we got on our request about early 
community participation in NEPA -- the consensus seems to be: 

(1) the (regulatory) requirements for EARLY public participation are 
simply not there, 

(2) there ARE requirements for a scoping process which is intended to 
solicit community input before the draft EIS is published, however this 
does not provide the opportunity for partnership in decision-making that 
the community seeks, and

(3) a 'loud' community can probably convince the local base that early 
participation is in everybody's best interest. 

 We welcome additional comment, and thank everybody that responded 
already!
