In view of the current shift in DOD and EPA policy away from permanent cleanup remedies to containment of contaminants in place with land use restrictions and institutional controls, along with DOD's apparent determination to disestablish RABS once a ROD has been agreed to, I think it is essential that there be some objective, financially disinterested body at each site, first to see to it that adequate land use restrictions and institutional controls, including the fixing of responsibility for their financing and implementation, are incorporated into the ROD and, secondly, to monitor their implementation until they are no longer needed, which could be many years in the future, if ever. The RABS or some type of successor organization, appear to be the most logical type of organization to perform this function and if so, some formal type of national organization to exchange information and experience and to affect national policies would appear ton be essential to their success. | |
