>From Heather Clark Another response regarding lead and CERCLA: Lead cleanup under CERCLA is also the goal of the Army's Proposed Plan for the Open Burning Grounds at the Seneca Army Depot in upstate New York. According to the Proposed Plan which came out in November 1997, the Preferred Alternative is currently excavation of soils with lead concentrations above 500 mg/kg and excavation of creek sediments with concentrations of copper and lead above the NYSDEC (state) criteria of 16 mg/kg and 31 mg/kg, respectively. 3,800 cubic yards of the excavated soil would be processed via a solidfication/stabilization method to meet TCLP (toxicity characteristic leaching procedure) limits, and all of this as well as all untreated excavated material would then be disposed of in an off-site Subtitle D landfill, total quantity of material being 17,900 cubic yards. Areas of the OB Grounds with soils remaining on site with lead concentrations above 60 mg/kg are proposed to be covered with 9 inches of clean fill and then vegetated. Other measures such as groundwater monitoring, slope stabilization, etc. would be implemented as well.
