The Deseret News article contains a major inaccuracy up front. It says that the Defense Department (DOD) is spending less that $85,000 on cleanup in Utah each year. According to the latest (1996) Defense Environmental Restoration Program Annual Report, DOD planned to spend more than $24 million in fiscal year 1998. The previous year was over $33 million. While those amounts may still be too low, it puts Utah in the ballpark with other states. The $43 million on Air Force overseas cleanups is probably wrong, too. A figure that large probably refers to enviromental compliance projects, such the construction of water treatment plants.
