Subject: | [CPEO-MEF] LA Times says: Repeal 8149 |
Monday, November 15, the Los Angeles Times called for the immediate repeal of Section 8149 of the FY2000 Defense Appropriations Act, which requires specific Congressional approval before the Defense Department pays any environmental fines. The provision was apparently inserted into the Conference version of the Appropriations bill by Senate Defense Appropriations Committee chair Sen. Ted Stevens (R-Alaska). The Times said, "Stevens' rider, by removing the threat of penalty, discourages military base commanders and other Pentagon officials from complying with basic environmental standards that civilian industries must uphold." The Times believes that last year the threat of environmental enforcement helped protect the residents of Orange County, California from contamination at that El Toro Marine Corps Air Station. The Times concluded, "Congress should reaffirm that the military will abide by environmental law by overturning Stevens' rider." It called upon its readers to contact the chair of House Defense Appropriations Committee, Jerry Lewis (R-Redlands), a member of Congress from the Times' market area.
