We're looking for examples to cite as precedent of non-BRAC bases where the departing service was either required to or chose to cleanup the site to a level appropriate for the intended reuse, rather than the prior use. In this particular case, the Navy may be willing to demolish buildings so the site could be used for farming (as it was prior to being militarized), but is resisting remediation of ground contamination and buried, lead-shielded cables which would create a barrier to restoring the site to tidal wetland ... as it was before being diked off for farmland.
