To Whomever! 

I find this BEBA quite fascinating. How in the world did the ARMY let 
this take the place of a RAB? Why did BEBA decide not to conform to the 
RAB standards? They must have had some very logical reasons. Is it 
possible to have both: BEBA and the RAB? Would either be in conflict 
with the other? 
Why?
