Although many NWRs are used by the military for military purposes, San Andres National Wildlife Refuge's existence predates the creation of White Sands Missile Range. The Refuge exists within the boundaries of WSMR and is managed under a Co-operative Agreement where by the refuge will not be used for ordnance training and testing. Whether their have been accidental drops is unknown, but none have ever been found. The Refuge is the habitat for Desert Big Horn Sheep. The habitat is high rocky mountain terrain with sparce vegetation. The burn is to occur today, to improve the habitat. Severe drought conditions exist in the area.
