[CPEO-MEF] Encroachment Hearing Testimony Available On Web

At yesterday's hearing on Encroachment held by the Military Readiness Sub 
Committee Witness Testimony was not available.  DOD was roundly criticized 
by the committee for failing to get there testimony in as requested 60 days 
prior.
