Clarify that munitions and explosive constituents are not pollutants
under the Clean Water Act


As a 'stakeholder', I can clearly state now that I will be SCREAMING to 
NOT have this 'clarification' become reality.  I have maintained my 
position that I realize a nation needs military readiness given the 
history of all nations that to sit at a table and 'discuss' the problems 
have only happened after each party has bombed the 'heck' out of each 
other.  What I cannot accept is when this training happens that the 
'mess' is left in place and not cleaned up immediately.
