Spring Valley Restoration Advisory Board Technical Assistance for Public Participation (TAPP) Request for Proposal (RFP) The community members of a Restoration Advisory Board/Technical Review Committee (RAB/TRC) are an important link between the community and the military in the environmental cleanup process. To ensure that the necessary technical assistance is accessible for community RAB members at sites where other funding or expertise is not available, the Department of Defense (DOD) established the Technical Assistance for Public Participation (TAPP) program. The RAB for the Spring Valley Formerly Used Defense Site (FUDS) located in Washington D.C. was established in May 2001. At this time, the community RAB members are applying for 25,000 dollars in TAPP funds to meet their technical participation needs for this fiscal year. In turn, this request for proposals (RFP) is being distributed to technical experts identified through a variety of sources as potentially having the skills necessary to assist the Spring Valley RAB. If you are interested in applying for one or more of the identified needs below, please contact Mr. Theodore Henry or Mr. Ben Rooney within the Public Affairs Office at the Baltimore District Corps of Engineers [410-962-7522]. The materials and information that should be included in your submission are outlined on page 2 of this RFP. Potential TAPP Tasks The potential tasks to be addressed during this fiscal year are listed below. Please note that the final determination of the specific tasks to be pursued will be made by the community RAB members once they have reviewed the TAPP submissions received. At that time, the selected contractor(s) will be asked to provide a task-specific cost estimate. Sampling/Investigation ? Review and Comment on Operable Unit (OU)-5 Area-wide Arsenic Sampling Plan, to include, as necessary, reference/review of supporting historical documentation to assess sampling approach, identification and locations of points of interest (POIs), adequacy of additional constituent analysis list, etc. ? Review and Comment on May 2000 EPA EPIC Report, to include reference of other historical documentation and aerial photographs as needed. Geophysical Investigation ? Review and comment on Geophysical Prove-out Report ? Review and Comment on Geophysical Prioritization Plan ? Review and Comment on Geophysical Investigation Work Plan ? Review and comment on Site Safety Submission Human Health Risk ? Review and comment on 1999 EPA Draft Risk Assessment. ? Review and comment on arsenic and other constituents results in order to evaluate potential health risks, adequacy of remediation goal. ? Review health assessment/health surveillance results (need name of CDC Report) and future plans to determine adequacy and integration with ongoing environmental investigation/remediation. ? Review and comment on Archive Search Report Plan for currently planned additional records review Removal/Remedial Action ? Remedial Action Design (RAD) document for the TCRA in the AU Athletic Fields and Lots ? Remedial Action Design (RAD) document for the TCRA at Arsenic Contaminated Properties Training/Presentation ? Arsenic and Risk ? Current Geophysical Technologies Submission Materials The following information should be included in your submission packets: ? Summary highlighting your expertise, experience and interests in working with community members on environmental contamination issues.  This document should be no longer than 5 pages.  In addition, please include your curriculum vitae. ? Identification of the tasks for which you would like to be considered. ? Three examples of previous work products.  Note that these work products should be similar to the task(s) for which the submission is made. ? Three references.  Please include names, addresses and phone numbers.  Note that community references are preferred. ? Loaded hourly rate.  Please be sure to provide all such rates if they differ based on task or personnel.
