It is described in EPA guidance found at: http://www.epa.gov/superfund/programs/lead/products/oswer98.pdf EPA's TSCA rule for lead in and around housing can be found at: http://www.epa.gov/superfund/programs/lead/products/403_final.pdf. The hazard level for lead in soil around residential homes is 400 ppm.
