Taylor <RST195005@aol.com>] Just a guess, but I would not be surprised that some "Offsite Consequence Analyses" required as part of the Risk Management Plans under the Community Right to Know Act might be candidates for classification. The FBI has expressed a concern that OCAs could be a road map for terrorists intent on inflicting maximum harm, and for that reason EPA (with Congressional authorization) has limited ready access to OCAs -- but up to now they have not been classified. Another category of information that EPA might have is security plans for such critical infrastructure as drinking water treatment systems.
