[CPEO-MEF] DOE and Agreed Orders...

What information can anyone share with me regarding a BRAC site and DOE 
issuing an 'Agreed Order'.  Specifically, how was such an Order
beneficial and non-beneficial, in what areas (site characterization, 
cleanup, methodologies, etc.).  My understanding is DOE is intending to 
write up such an Order for Camp Bonneville and I am quite unfamiliar 
with them.
