I REALLY appreciate everyone's thoughts and advise.  Thank you.

Seems there is a strict legal interpretation and there is a pragmatic
interpretation which can either stifle or promote the intended function
of the RAB -- to facilitate communication.  Given public and
environmental health is in the balance, I think the correct stance is
self-evident.
