[POSTED BY Sherri Goodman <sherri.goodman@verizon.net>] Lenny: yes, you are correct. it is what's called a "color of money" problem. the Defense Environmental Restoration Account (DERA), which funds cleanup at active bases and FUDS, is statutorily restricted to cleanup matters. RABs have been funded by DERA historically. DOD needs to determine how to combine funding from DERA and the compliance accounts to broaden the scope of RABs. I've believed for years that the RABs, in many instances, Vandenberg AFB being a good example, should be expanded to become Community Advisory Boards (CABs). there have been some efforts to do this w/in DOD it is not yet comprehensive.
