Army misses some lessons from Tooele chemical weapons incinerator By ROBERT GEHRKE The Associated Press 11/26/02 2:25 PM WASHINGTON (AP) -- The Army has failed in some instances to apply lessons learned burning chemical weapons at its incinerator in Tooele, Utah, to similar facilities under construction or preparing to burn in Alabama, Arkansas and Oregon, according to a congressional report. The Army's Chemical Demilitarization program has generally put the experience at Tooele and another incinerator on Johnston Atoll in the Pacific to use, said the study by the General Accounting Office, the investigative arm of Congress. But the program designed to share the information could be managed better and, in at least one incident, management breakdowns added to program costs and decreased safety, said the report, which was sent to Congress in September.
