Part of the process of transferring government real estate (for
distribution in commerce) is the preparation of a FOST( Finding Of
Suitability for Transfer). There are provisions in the regulations for
an alternative process known as a FOSET (Finding Of Suitability for
Early Transfer) . This latter process allows for the transfer of the
property while it is still contaminated provided that the entity that
receives the property agrees to clean it up to standards set  or
negotiated by the State and Federal regulatory agencies.
