If these military sites are really such threats to human health and the environment that DoD has been steadily funding them up to now, how can the state permit continued cleanup of those sites to be slowed down when DSMOA is available to fund the oversight? In fact, by allowing them to slow down for purely bureaucratic reasons, the state is admitting that the sites they really don't present very serious risk after all. Maybe DoD should slow down its CA funding stream down and invest those limited resources where all parties agree that risk is driving the cleanup.
