There is a actually a third loss to the State. Delays in cleanup mean
delays in reuse. California took a vastly disproportionate hit in the
previous BRAC rounds. The loss of jobs at former military facilities
will be exacerbated by further delays in regulatory oversight and
approval. Without approved remediation, job replacement, economic
opportunity and tax revenue from these facilities will be delayed.
