North Carolina FAYATTEVILLE OBSERVER Input urged on land plan By Amneris Solano September 17, 2003 OLIVIA - State and county officials on Tuesday encouraged input from residents regarding a plan to protect Fort Bragg from private development. More than 50 people attended a meeting about the plan at Benhaven Elementary School. The school is off N.C. 87. Commissioner Tim McNeill, who represents western Harnett County, scheduled the meeting so that residents could learn more about the Fort Bragg/Pope Air Force Base Regional Land Use Plan. Representatives from Fort Bragg and the N.C. Department of Commerce presented the plan and answered questions. "This topic has generated a lot of interest good, bad and otherwise," McNeill said. The plan includes recommendations that call for restrictions on growth around military installations. The goal of the plan is to protect residents from noise and training on military land. Protecting the red-cockaded woodpecker, which is endangered, is also part of the plan. "The process is not over," said Jim Dougherty, a planner for the N.C. Department of Commerce. "These recommendations as they are are not going anywhere." Officials also addressed issues concerning a plan by Fort Bragg to build more than 1,000 houses in Harnett County near N.C. 87. The houses on the post near Spout Springs are part of the Residential Communities Initiative. Col. Al T. Aycock, garrison commander of Fort Bragg, said the land-use plan should not affect the housing project. He said the military will conduct environmental studies and hear public comments prior to construction.
