By AMANDA LEHMERT Cape Cod Times April 29, 2004 In its infancy during World War II, the Massachusetts Military Reservation could house 30,000 soldiers. Today it is home to National Guard, Coast Guard and Air Force contingents as well as two million-dollar military cleanup programs. Soon, there may be yet another reincarnation of the base: a state-of-the-art regional center for anti-terrorism training. A 230-page feasibility study released by the Massachusetts National Guard yesterday laid out plans for a campus center complete with a specialized urban operations building and indoor shoot house. Details for how officials will make the Northeast Regional Training Center for Homeland Defense/Homeland Security a reality are sketchy. However, the Massachusetts National Guard has already put the federal government on notice that they want $21 million for the first phase of the plan. The idea for the regional training center has met with support from within the Guard, some local groups and U.S. Rep.
