Calif. senators claim possible bias on national academy panel

WASHINGTON - The National Academy of Sciences may have violated conflict
of interest rules in appointing two scientists to a panel assessing the
health impacts of perchlorate in drinking water, California's senators
said Friday.

Democratic Sens. Dianne Feinstein and Barbara Boxer made the claim in a
letter to the president of the National Academy of Sciences, Bruce
Alberts. Perchlorate, a toxic chemical, is an ingredient in rocket fuel
that has been found in drinking water supplies in some two-dozen states.

"Records indicate that a financially interested party has funded two of
the committee scientists, Dr. Richard Bull and Dr. Charles Capen," the
letter says. "This raises serious issues about NAS review of conflict of
interest, bias and balance for this panel."

In phone interviews, Bull and Capen said they disclosed the financial
relationships, which are not ongoing, before joining the panel. A
spokesman for the NAS also said that Bull and Capen were vetted.
