Jeb. Bush announced Thursday. The money, which will be used to create an undeveloped buffer around portions of the base, is part of a broader strategy to improve operations at MacDill and bolster its chances of surviving next year's round of national base closings. "It's just a matter of preserving the land around the perimeters of the base to make sure that the base is able to continue in its mission," said Roy Collins, of the city's Economic Development Office. "This is a good start in doing that." Technically, the state and local effort to reduce "urban encroachment" near MacDill is separate from the base-closure process being handled in Washington. However, encroachment can undercut a base's military value and make it a candidate for closure or downsizing.
