[CPEO-MEF] Twin Cities perchlorate sampling

The Minnesota Pollution Control Agency staff has shared results for 
perchlorate and chlorate analysis at Twin Cities Army Ammunition Plant 
(TCAAP).  A total of eleven samples were taken on 6/24/04 and 7/2/04, 
analyzed by STL in Denver, CO and chlorate analyzed by STL in Savannah, GA.

All chlorate sample results were at non-detect.  Six perchlorate 
sampling results were non-detect.  However four perchlorate sample 
results showed low concentrations below the reporting limit .2 ug/l. One 
perchlorate sample result was at the reporting limit.  The four samples 
with very low concentrations of perchlorate are downgradient of the so 
called "135 Primer Tracer Area (PTA).

Encouraged by my inquiry into the matter (ATSDR petition) MPCA had 
sampled for perchlorate on December 19 and 20, 2003 and March 19, 2004- 
not Army-.  Since no chlorate or perchlorate samples exceeded the lab 
reporting limit, MPCA says it will not be doing additional sampling at 
these locations. Instead, MPCA and EPA recommend that Army follow up 
with additional upgradient sampling.

This recommendation comes at a time that land transfer is in full swing. 
It is questionable that the Army follows up with a recommendation it 
didn't offer to follow up with in the first place. I doubt the finding 
even registers on the city level, which is concerned with a myriad of 
legalistic issues.
