Devens disposition should be consensus of community, not town officials

HARVARD -- Whether Devens becomes its own municipality or returns to the
neighboring communities is a question that involves three towns,
MassDevelopment, and those who work and live at the former base.

While representatives from all those groups are working together on the
Devens Disposition Executive Board (DDEB) to craft a ballot question to
provide an answer, the DDEB has recognized that each of the stakeholders
is likely to have different priorities going into the process and has
asked each group to compile "evaluation criteria" as to what constitutes
an acceptable outcome under the given scenarios. It is a process
currently being carried out by all the stakeholders.

In Harvard, the selectmen held a public hearing to review what is
already within the criteria and gather input as to what should be added.
Officials present noted that for Harvard's view, the answer to final
disposition for Devens should be decided by the people, not town
officials.
