Military base is coming cleanBy Joe Burns Upper Cape Codder (MA) September 21, 2006 Part two in a series on changes coming to the Massachusetts Military Reservation Twenty-eight years ago, Denis LeBlanc turned on the tap in the room of a Hatchville motel and found foaming water coming out of the faucet. LeBlanc, a hydrogeologist, passed the information on to Falmouth officials, leading to the discovery that a town well was contaminated and that the source of that contamination was Otis Air National Guard base on the Massachusetts Military Reservation. That discovery was the start of a long and contentious process that led to the identification by the Air Force Center for Environmental Excellence of 80 sources of contamination from chemical and fuel spills and other sources. In 1989 the Environmental Protection Agency declared the base a Super Fund site, meaning that it was among the most polluted sites in the country. Compounding that designation were later discoveries of groundwater and soil contamination as the result of munitions destruction and disposal at Camp Edwards, the Massachusetts Army National Guard facility at MMR. Today the base is on its way to becoming the standard for environmental excellence....
