Costs of closing Monroe skyrocketed
The Army's letter explaining the 288 percent increase in the price tag 
fails to satisfy members of Congress.

WASHINGTON - The cost of closing Hampton's Fort Monroe increased 288 
percent after the Army gathered "better cost data" and conducted more 
detailed site visits, the Army told members of Congress in a recent letter.

Local lawmakers are pressing the Defense Department to explain why costs 
have soared from an initial estimate of $74.2 million to $288 million.

The letter from the Army said the new estimate also included costs that 
weren't part of the original analysis, "such as environmental cleanup, 
information-technology installation costs, furnishings and family housing."

But congressional aides have said the new estimate doesn't include the 
full expense of environmental cleanup. Cleanup costs have been estimated 
at hundreds of millions of dollars because the moat-encircled fort is 
thought to be littered with unexploded munitions.
